BIS Migration to IS/IEC 62368-1: 2023

The Bureau of Indian Standards (BIS) has released new guidelines regarding the migration to IS/IEC 62368-1:2023 for electronic and IT equipment under the Compulsory Registration Scheme (CRS).

This change follows the notification issued by the Ministry of Electronics and Information Technology (MeitY) on 29 October 2025 under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021.

The new standard replaces several older safety standards used for electronics products sold in India. Manufacturers, importers, and brand owners must understand this transition to ensure continued BIS compliance.

In this article, we explain the migration guidelines, affected product categories, deadlines, and what businesses must do next.

IS/IEC 62368-1:2023 is a safety standard for:

  • Audio/Video equipment
  • Information Technology equipment
  • Communication technology devices

It is a hazard-based safety standard that replaces older product-specific safety standards.

Old Standards Being Replaced

The new IS/IEC 62368-1:2023 standard supersedes the following BIS standards:

  • IS 13252 (Part 1):2010 – Information Technology Equipment Safety
  • IS 616:2017 – Audio, Video and Similar Electronic Apparatus Safety

Manufacturers who previously registered products under these standards will eventually need to transition to the new standard.

Concurrent Running Period (Important Deadline)

To allow manufacturers sufficient time to transition, BIS has allowed concurrent running of old and new standards.

Last Date for Migration:
1 November 2028

Until this date:

  • Manufacturers can continue using the existing standards
  • New registrations can also be obtained under IS/IEC 62368-1:2023

After this deadline, the older standards will no longer be valid for compliance.

Product Categories Affected by the New Standard

The migration applies to multiple electronic and IT products under the BIS CRS scheme.

Major Products Covered:

  1. Electronic Games (Video)
  2. Laptops, Notebooks, and Tablets
  3. Plasma / LCD / LED Televisions
  4. Optical Disc Players with Built-in Amplifiers
  5. Video Monitors and Display Units
  6. Printers and Multi-Function Devices (MFDs)
  7. Plotters
  8. Scanners and Barcode Readers
  9. Wireless Keyboards
  10. Telephone Answering Machines
  11. Amplifiers
  12. Electronic Musical Systems

Manufacturers of these products must eventually upgrade their BIS registration to the new safety standard.

Why This Migration is Important for Manufacturers

Failing to migrate to the updated BIS standard can lead to serious consequences such as:

  • Suspension or cancellation of BIS registration
  • Import restrictions
  • Sales prohibition in India
  • Legal penalties under BIS regulations

To continue selling products in India, businesses must ensure their products comply with the latest safety standard requirements.

Steps for Migrating to IS/IEC 62368-1:2023

Manufacturers should begin preparing for migration well before the deadline.

Step 1: Product Testing

Products must be tested according to the IS/IEC 62368-1:2023 safety requirements at a BIS recognized laboratory.

Step 2: Documentation Preparation

Required documents include:

  • Test reports
  • Product details
  • Technical specifications
  • Factory details
  • Authorization letters
Step 3: BIS Application-

Submit the application for BIS CRS registration under the new standard.

Step 4: Approval and Certification

Once approved, BIS will issue the updated registration certificate under the new standard.
