Mandatory BIS Certification for Beta Picoline, Sodium Tripolyphosphate, and Pyridine
The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has issued a Quality Control Order (QCO) to regulate the quality of Ethylene Dichloride, Vinyl Chloride Monomer and Polycarbonate. This decision, made in consultation with the Bureau of Indian Standards (BIS), makes BIS certification mandatory for these chemicals.

Quality Control Order for Ethylene Dichloride, Vinyl Chloride Monomer and Polycarbonate was issued by the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) on 11th March, 2025 after consulting the Bureau of Indian Standards to make BIS Certification mandatory for Ethylene Dichloride, Vinyl Chloride Monomer and Polycarbonate as per the Indian Standards of these chemicals.
Date of Implementation: The Quality Control Order will take effect from 12th September, 2025.
- Ethylene Dichloride – IS 869: 2020
- Vinyl Chloride Monomer – IS 17442: 2020
- Polycarbonate – IS 14434: 1998
Compliance Requirements:
After the implementation date, manufacturers and importers will not be permitted to produce or sell these chemicals in India without a valid BIS license. Upon obtaining BIS certification, the products must carry the ISI Mark, indicating that they meet BIS quality and safety standards.
